could cDNA cloning be used to create fear and hysteria?

Disclaimer: I am not a vaccine researcher or an evolutionary biologist….

cDNA cloning is a process by which DNA or RNA can be cloned.

In the article Functional cDNA expression cloning: Pushing it to the limit published 2012 Mar 9, Hiroto Okayama describes methods used to make cDNA clones, these clones can then be transformed into DNA or RNA fragments.

Viruses are smaller and simpler in construction than unicellular microorganisms, and they contain only one type of nucleic acid—either DNA or RNA—never both.¹

Hiroto explains in the article that he began his research in cDNA cloning in 1978.

If you wanted to initiate the appearance of a pandemic would it be helpful to have such technology available? Using this technology might allow you to throw buckets of it around in different fashions.

Possible method of dispersal:

• The toilet - in this way the “virus” would be found through wastewater testing

• Vaping products - in this way, you might deliver the “virus” directly into a persons lungs, so that they could spread it in their home or in other settings.

There are probably other methods too, but I don’t want the article to be too long.

If there's someone who is in the spotlight, who should know of such things, should we expect such a person to explain this to the public? Would this information be important to the public? What kind of a person would know of this type of technology? Vaccine researchers? Evolutionary Biologists?

You might even think that someone would have brought it up at the latest senate hearing held by senator Ron Johnson on February 26th 2024, Federal Health Agencies and the COVID Cartel: What Are They Hiding? Even if it was mentioned only as a fringe theory. But I don't think anyone did. Even though many of the people there, would have a hard time denying that they know of the technology of cloning cDNA.
